WPPS Adopts Cell-Phone Free Education Policy
WEST POINT, VA — The West Point Public Schools (WPPS) School Board has approved a Cell Phone-Free Education Policy, effective January 6, 2025. The new policy prohibits the use of cell phones and personal electronic devices during instructional time from bell to bell, including lunches and transitions between classes. These measures aim to minimize distractions and create an environment focused on academic success and personal development.
This policy aligns with Executive Order 33, issued by Virginia Governor Glenn Youngkin, and follows guidance from the Virginia Department of Education to enhance student learning and well-being. Under the policy, cell phones or personal communication devices (any device capable of connecting to a smartphone, the internet, or a cellular or Wi-Fi network, including smartwatches, personal laptops/tablets, earbuds, etc.) for all students must remain powered off and stored away from the student during all instructional hours during the school day. Cell phone use is permitted only on buses and after the instructional day.
Exceptions to the policy will be made for students with documented medical or educational needs, as outlined in IEPs, 504 plans, or individualized health care plans.
Failure to comply with the policy will result in progressive disciplinary actions, beginning with reminders and escalating consequences for repeated violations, such as detention or suspension.
“This policy represents our commitment to creating a learning environment where students can fully engage, free from the distractions and challenges posed by personal electronic devices,” said Dr. Larry L. Frazier, Superintendent. “By reducing screen time during the school day, we aim to improve focus, encourage personal connections, and support overall student wellbeing. We look to prioritize students’ academic success, social development, and long-term growth.”
During the school day, parents are encouraged to contact their students through school-based communication tools by calling the main office. Students needing to contact parents must also use school-based communication methods in classrooms or the front office. In emergencies, WPPS will follow established crisis protocols to ensure timely communication with families.
